- 65 years of age or older on or before Election Day
- Out of the county during the entire election period and can provide a out of county address for delivery of mail-in ballot
- Out of the county during the entire election period and can provide a out of county address for delivery of mail-in ballot
- Confined to jail, but eligible to vote
